The USPS is dramatically trying to reduce the amount of undeliverable mail (UAA) that it handles. Approximately $1.8 billion were spent in 2004 to process 10 billion pieces of UAA. In fact, their goal is a 50% reduction by 2010. The first requirement to meet this goal goes into effect August 1, 2007. At that time, mailing lists will need to be pre-processed for Delivery Point Validation (DPV) in order to obtain automation discounts. DPV is a step beyond CASS Certification in that it verifies the true existence of a delivery address.
